Error in start up call buildProcessEngine

On running the Camunda engine in restricted env such as a cloud, this security error shows in start up call buildProcessEngine. It will be difficult to request modification in security policy. Can we get this fixed this dependency inside Camunda engine?

This el.properties is most likely in some jar file. It is not in the lib folder. Please help me fix this error.
