Hi I had the same Problem under the 7.14 version.
I want to add I now realize I habe seen this problem on other occations like:
- Skript Tasks
- DMN Tasks
- Sub-Tasks
- …

If you are unable to restart your Server like suggested in the solution from above use the Rest API to force the execution of your job(s) until you are able to restart.
