Rest API Start Before Activity is not working

When I am using Start Before Activity

This error is thrown-

Cannot perform instruction: Start before activity ‘Submit to Manager’; Element ‘Submit to Manager’ does not exist in process ‘5baca43a-5a32-11ef-b926-000d3af072d2’: element is null

Please advise. This is within the same process instance.
