AFAIK, there is no limit.
Just as addition, please take a look at our licenses Licenses | Camunda 8 Docs which explains this a bit more in detail.
Note that while the Camunda Platform Self-Managed Free Edition is indeed free, it only allows usage of the software in non-production environments. To use the software in production, purchase the Camunda Platform Self-Managed Enterprise Edition. This licensing information also applies to web apps and APIs.

So it is not free if production usage requires license
Really hard to understand what is the licensing model. In article How Open is Camunda Platform 8? | Camunda we can read:
“You can have all the tools with all the features during development without any fluff (free)”
and later:
“You will only need to buy a license when you put it into production”
OK, I think I got it. But then we have statement:
“So with Camunda Platform 8 – SaaS, the equivalent of a Community Edition is a free tier, where users can use the service (within certain boundaries) without generating any bills”
Just few lines earlier we could read that we need license. Free cloud? I do not think so. It never comes for free. Maybe some very limited usage (but anyway statement was clear: “need to buy a license when you put it into production”)
So to my understanding this is like:
I see free version is described as “Free forever for collaborative modeling with up to 5 users”. What about process users - the number of process actors is limited as well?
I see there’s some regress comparing to v 7 - for instance there is no user rights management (maybe only in demo but this is fact I noticed).
@mkelton - only few applications like operate, optimize and task list need enterprise license. Zeebe which is the core workflow engine executing the workflows is free and open source. It can be used in production for free.
