Could it be the case that you need to create these user directly in Keycloak?
I am not sure whether this is still the case, but half a year ago I remember that you needed to have a license key to be able to add new users.
But things might have changed…

Identity does not support the creation of users in its UI, using C8 self managed you either need to add the users directly in Keycloak or configure user federation in Keycloak.
